Abt Report on MTW Highlights Innovation and Increased Collaboration with PHAs

Abt Associates has published a report, Innovation in the Moving to Work Demonstration, on Moving to Work (MTW) programs at public housing authorities (PHAs) across the country. The Moving to Work demonstration, established by Congress in 1996, grants select agencies funding flexibility and exemption from certain public housing and Housing Choice Voucher (HCV) program requirements. The demonstration’s goals are to improve cost effectiveness, encourage economic self-sufficiency, and promote housing choice.

Innovation in the Moving to Work Demonstration describes how agencies have taken advantage of MTW in different ways ranging from small administrative changes to the creation of new programs. The document provides an overview of all MTW agencies and case studies of housing authorities in Cambridge, Portland, King County, Lawrence-Douglas County, and San Diego. One of many innovations that has emerged is the cooperation of PHAs with service providers to reduce homelessness, by setting aside public housing units, sharing vouchers, and other strategies.
