Administration Introduces Proposals to Align Rental Housing Procedures


The Rental Policy Working Group, comprised of members from the White House Domestic Policy Council, the National Economic Council, the Office of Management and Budget, the U.S. Dept. of Housing and Urban Development, the U.S. Dept of Agriculture and the Treasury Department, issued a proposal on December 31, 2011 identifying ways to collaborate on the operation of rental housing programs across agencies.

The report highlights 10 areas of improvement and suggestions:

1. Fair Housing Compliance and Enforcement to address civil rights concerns
2. Physical Inspections should occur no more than once a year per property
3. Capital needs Assessment for use by state and federal agencies
4. Subsidy Layering Review 
5. Common Energy Efficiency Requirements for 5 types of rental housing activity
6. Financial Reporting in a unified way
7. Market Study Standards Alignment
8. Income Reporting and Definitions
9. Improve Sharing of Data on Owner Defaults
10.Appraisal Primer to explain appraisal principles
