DOH and DMHAS Issue Updated Guidance for Implementing CAN Assessment

CT Department of Housing and CT Department of Mental Health and Addiction Services

On October 17, 2016, the CT Department of Housing and Department of Mental Health and Addiction Services submitted a joint letter to CAN providers with new recommendations on when to administer the Vulnerable Index Service Prioritization Decision Assistance Tool (VISPDAT).  CAN providers are advised to conduct a VI-SPDAT assessment for individuals and families two weeks after entry through the CAN system via 2-1-1 and immediately if they have entered the system through outreach.

The departments will be providing monthly updates  on data to assist the CANs. By implementing the new guidance, it is estimated that approximately 2,500 people will not need to be added to the By Name List- a list that tracks the number of people who are currently experiencing chronic homelessness based on length of time homeless and verified mental/physical health issues.
