FTA Proposes Affordable Housing as Criteria for New Starts Program


The Federal Transit Administration (FTA) proposed revisions to the evaluation criteria for the distribution of funds from the New Starts transit program that include affordable housing. The New Starts transit program is the federal government's primary financial resource for supporting locally-planned, implemented, and operated transit capital investments such as heavy or light commuter rail and bus rapid transit.

The National Low Income Housing Coalition (NLIHC) signed a comment letter in support of the proposed revisions which would alter the evaluation criteria of the program applications to include the following affordable housing factors: 

  1. Policies in place to support the maintenance of or increase to the share of affordable housing in a transit project corridor.
  2. The existence of publicly supported housing in the transit corridor.

These proposed revisions reflect acknowledgement by the FTA that affordable housing and transit are related.  The Partnership for Strong Communities is working with a range of transportation, planning, environmental and housing organizations and officials in looking to ensure affordable and mixed-income housing near transit.  Ths proposal is a step in the right direction to achieving this goal.
