On January 23, 2017, the U.S. Department of Housing and Urban Development published a Notice Establishing Additional Requirements for a Continuum of Care Centralized or Coordinated Assessment System, which provides additional guidance that Continuums of Care and Emergency Solutions Grants (ESG) recipients should add to their written policies and procedures. HUD also highlights that CoCs should include a person-centered approach to help meet the individual needs of those experiencing homelessness, as well as culturally and linguistically competent practices, and mainstream services to help identify individuals who are at risk or are experiencing homelessness and to coordinate referral to other systems services.
