New HUD Notice Encourages Use of Public Housing to End Homelessness

The U.S Department of Housing and Urban Development issued Notice PIH 2013-15 on Monday, June 10 to encourage public housing agencies (PHA’s) to help individuals and families experiencing homelessness through the use of Public Housing and Housing Choice Voucher programs.

The notice includes strategies PHA’s can use to expand housing opportunities for individuals and families experiencing homeless such as giving people who are homeless preference in the admission process.  This notice is not a blanket recommendation to give individuals who are homeless preference. HUD mentions a need to work with local Continuums of Care and other local organizations to establish homeless preferences. HUD also clarifies the definition of homelessness for reporting purposes in this Notice.
