The Partnership Is Hiring a Policy Analyst


Partnership for Strong Communities is looking for a Reaching Home Policy Analyst.

The Analyst will report to the Executive Director and provide direct support for the Reaching Home Campaign. The Reaching Home is the campaign to build the political and civic will to prevent and end homelessness in Connecticut. With the vision that no one should experience homelessness, that no one should be without a safe, stable place to call home.

Partnership for Strong Communities is an innovative non-profit policy and advocacy organization dedicated to solving homelessness, creating affordable housing and developing strong and vibrant communities.

Summary of essential job functions:
The Policy Analyst is responsible for providing coordination and support for the Reaching Home Campaign and implementation of the Opening Doors – CT framework. The Policy Analyst will work largely in collaboration with the coalition of organizations established to end homelessness in Connecticut.

The Policy Analyst will provide support to a new Reaching Home Steering Committee and smaller Coordinating Committee. The individual will also provide support to a series of ‘working groups’, which are designed to examine specific issues related to the overall Opening Doors – CT framework. 

The Policy Analyst examines federal, state and local policy for opportunities to expand the availability of affordable and supportive housing toward the goal of ending homelessness in the state.

Responsibilities include:

  • Analyzing and synthesizing data and information about local, state and federal housing policy issues
  • Collaborating with Reaching Home Campaign members, and broader community stakeholders, to understand and implement effective policy solutions for meeting the goals of Opening Doors -CT
  • Supporting the development of policy initiatives, including recommendations for legislative actions
  • Conceptualizing, drafting, and disseminating educational and advocacy materials targeted at diverse audiences to be used for various media, including fact sheets, reports, email, websites, presentations, and events
  • Conducting research, formatting and disseminating findings
  • Managing Reaching Home and Opening Doors-CT related content for Partnership websites
  • Work directly with the Chairs and facilitators of the ‘working groups’ to assure efficient coordination and follow up
  • Providing presentations and information to community stakeholders about the Reaching Home Campaign and associated initiatives


  • Personal qualities of integrity, credibility, and commitment to the mission of Partnership for Strong Communities
  • A minimum of 3 years of experience in public policy development and advocacy
  • Substantive knowledge of policy area(s) addressed by Partnership for Strong Communities strongly preferred
  • A proven ability to work collaboratively as a colleague and team builder
  • Degree in Public Policy or a related field
  • Highly organized with very good communication skills and demonstrated capabilities to work successfully within coalitions
  • Research capabilities, analysis and utilization of data in the social sciences are desirable 
  • Experience in the field of housing or working on issues related to homelessness is a plus
  • A background in human services is also desirable but not essential
  • Good interpersonal skills, motivation, commitment, passion, communication and being highly well-organized are essential
  • Proficiency in utilizing technology for research and communication. Advanced skills in Excel preferred. Knowledge of Adobe InDesign a plus
  • Innovative thinking with a results-focused work ethic
