Report Examines Moving To Work Programs

A new report on the Department of Housing and Urban Development's Moving To Work demonstration program found that participating public housing authorities (PHAs) made significant efforts to improve efficiency and move families to self-sufficiency.

The report, which was prepared by the Center for Urban and Regional Studies at the University of North Carolina at Chapel Hill, said that Moving To Work allows participating PHAs to develop and test programs that expand housing options while moving families toward self-sufficiency.

The study looked at 39 PHAs, and found:

  • Nearly all reduced the frequency of income re-certifications.
  • Many were engaged in rent reforms.
  • Several were engaged in more environmentally-sound practices.
  • Several were actively engaging in family self-sufficiency programs, such as escrow accounts and other financial incentives.
