White House Offers Housing Tools to Improve Economy

The White House recently released a “toolkit” designed to equip local leaders with the resources necessary to address the exclusionary zoning policies that have reduced housing affordability and slowed economic growth. The recommendations include increased multifamily zoning, expedited permitting processes, tax incentives for affordable housing, as-of-right development (i.e., additional review is not required if zoning requirements are met), etc.

These recommendations can make housing more affordable for local residents. For example, by-right development reduces time spent on review processes that increase development budgets. These increased costs often get passed down to future renters.

The report also notes how exclusionary zoning prevents labor markets from expanding in response to job growth. Estimates suggest these diminished labor pools have cost the economy 10% of its potential Gross Domestic Product (GDP).
