Staff Bio: Phyllis Hyman


Administrative & Policy Associate

After a long career as a social worker and an attorney, Phyllis has joined the Partnership at an Administrative and Policy Associate.  She provides administrative support to the Partnership staff and helps to schedule meetings at the Lyceum Resource and Conference Center.  She will also work on policy issues relating to homelessness and affordable housing.

Phyllis recently retired from the State of Connecticut, where she worked for over 23 years.  She was an Assistant Attorney General in the Office of the Attorney General for over nine years, representing the Departments of Public Health, Social Services, Mental Health and Addiction Services, and Veteran’s Affairs.  For the last 14 plus years, Phyllis worked as Legislative and Administrative Counsel for the Department of Social Services, providing legal advice to the agency and supervising attorneys in the office. 

Prior to her career as an attorney, Phyllis was a social worker at Planned Parenthood affiliates in St. Louis, MO; Cambridge, MA and Washington, D.C. for over eight years.  She was a counselor, educator and a trainer, providing services to individuals and the community. 

Phyllis graduated from the State University of New York at Albany with a B.A. in French, received a master’s degree in Social Work from Washington University in St. Louis, MO, and got her J.D. from the University of Connecticut  School of Law.  She and her husband, David Fink, live in West Hartford.
