Changes to Voucher Program Implemented by HUD

While rulemaking is still needed, HUD has moved forward in implementing five significant changes to the federal voucher program by publishing the notice for the changes in the Federal Register. Many of these changes have been discussed for many years as part of various voucher reform proposals.

The National Low Income Housing Coalition has provided a useful summary of the provisions, which include: defining a PHA consortia, moving from annual to biennial inspections, allowing alternative inspections of units, setting a cap on utility allowances for overhoused households and amending the definition of “extremely low income.”
