The probability of the U.S. Congress passing a FY15 Transportation-HUD (THUD) appropriations bill -- or any other appropriations bills before the start of the fiscal year on October 1 -- is unlikely.
Congress will, however, probably pass a continuing resolution that provides funding for programs at amounts equal to those of the current fiscal year. Such a resolution should last through the November elections. Passing an FY15 appropriations will be on the agenda to the next lame duck session.
