U.S. Department of Housing and Urban Development (HUD)

On June 2016, the U.S. Department of Housing and Urban Development released It Starts with Housing, a new guidance document that highlights examples of successful reentry housing collaboration among public housing agencies and other stakeholders. This guide provides an in-depth summary of reentry housing models from King County Housing Authority, Burlington Housing Authority, and New York Housing Authority that aim to serve individuals with criminal records in accessing housing and becoming productive citizens within their community.

It also provides an overview of the Housing Authority of New Orleans’ screening policy that helps remove barriers to housing programs for formerly incarcerated clients and the steps taken to develop the new policy.
