In June 2019, the U.S. Department of Housing and Urban Development rolled out Stella Performance Module (Stella P), a new innovative tool that presents complex homeless system performance measures data using visuals. Stella uses Longitudinal Systems Analysis (LSA) data to share insights into past system performance and opportunities for future improvement.
The Stella project is a two-part module:
- Stella P shows Continuum of Cares (CoCs) the pathways by which households navigate the homeless systems and share insights around disparities and suggestions on how a CoC can improve its crisis response system.
- Stella Modeling (Stella M) is still in process. The goal of this tool is to help communities better understand its funding decisions and pinpoint potential funding for maximum system improvement.
Interested parties will need approval from their CoC administrator to access the tool.
